They're hoping Florida (or any other team, really) is not willing to mess up their opening night roster to reclaim him

They're probably intrigued by the player, but didn't want to trade anything to get them. Keep them in the A and see what they become this year.

They both kind of stink right now.

If Ottawa, or Florida claim their former players they go directly to the AHL, but I can't imagine any other team wastes the paperwork to claim either of them.

Only if they are the only team claiming him.
If any other team puts in a claim, Florida has to keep him on their roster - and they need to be cap and roster compliant, meaning if they want to claim him for tomorrow, they have to be prepared that he may be forced onto their roster
