The Hawks are still eligible to move up next year, or any year until they actually move up. The Hawks were 2nd, and stayed 2nd. They didn't advance. The rule states you can't advance more than twice in a 5 year period. They've only done so once.

There's a lot of misconception on the rule, it's that you can't move up more than twice in five years. Hawks didn't move up, they stayed the same.
