Fedotov is suspended because he played for CSkA despite having a valid NHL contract.

He couldve went to Philadelphia anytime after his discharge. Shit, he was on holiday out of the country for the remainder of that summer.

Rather he chose to re-sign with CSKA for the following season. Illegal by IIHF rules.
