If I'm not mistaken, the NHL will allow deals with Las Vegas before the expansion draft. In the (pre-cap) past the Kings have dealt assets to an expansion team in order to protect other player assets.
I feel that now that there is a cap and more importantly a floor, LV will have an unprecedented ability to take on cap hit to reach the floor. Thus LV can offer a much better deal to anyone offering assets for a cap dump. I usually feel that counting positive value in a cap dump to a floor team is silly since it's so easy to reach the floor if you already have a roster. But since LV has no roster, taking cap is much less painful for them than any existing team.
And LV needs a lot of futures to build their team into something in five years as they're starting with no prospects.
So I think the LV GM and the HF LV GMs should accept futures for cap dumps and see how many picks they can get. Normally a team can only use so many picks before roster limit becomes an issue but not in LVs case.
