It isn't. Most teams couldn't afford more high-level imports anyway so at least those 6 they get now are of higher level. The teams will be forced to pay more for Norwegian players, which will reduce the quality of the league while the wage bills stay the same. It will have the opposite effect of what you imagine. No talent can ever become NHL tier if he’s stuck in an enviroment worse than HockeyAllsvenskan. If anything you should do what SHL has done and get rid of the limit completely or have a very high limit like 50 % of players. DEL have 50 % foreign players and they are now developing some of the biggest talents in hockey.It isn't. And Britts have 13 import limit for ages and haven't developed anyone and everyone is complaining they only keep a few Brittish guys in fringe roles to make up the numbers because there is no incentive to play or develop them.
