In 2003 a commish of a draft set the rules. If you didn't like it you argued your case or f'd off, maybe starting your own. These days there isn't a commish but instead an administrator, who does the work of poll results set by savvy GMs who know which buttons to push - a political game. Ugh.
Times change. I haven't. I've PM'd a few GMs about continuing MY IDEA of a draft. Don't hold my proposal withdrawl against me. You don't want to do it my way but you like my idea. Great. Run with it your way.
