Bednar's own words on Nuke's 29 minutes contradict your thought process on this.The motivation for Bednar’s allocation of time on ice may not be exclusively win now. It could be principled (ie Johansen hasn’t earned ice time) and if he relents and gives Johansen 20 minutes, maybe MacFarland isn’t even looking for 2Cs. If getting a proper 2C is integral to sparing lessening the workload of others, not giving Johansen minutes he’s not earning can easily be viewed as big picture thinking.

He's saying to win he'll play him as much as he needs to. This isn't a message, this is about winning the game in front of them.
He's saying that the 2nd line needs to play better to get more minutes. That to win games right now, he is utilizing the team the best he can.He’s not also saying, that for him to play the second line more, he needs a better 2C? They’re not mutually exclusive.

There are surely discussions about what the team is lacking between Bednar and MacFarland... but the high minutes are not to 'send a message' they are to win the game.
You're attributing what is happening on the ice to it having to be a public message to the front office. These guys have worked together for years and have surely been talking about the team for years, Bednar isn't going to play RyJo 5 minutes a game just to publicly humiliate CMac to make moves...Saying the 2nd line needs to play better to get more minutes isn’t also saying “this lazy guy you brought in on the cheap isn’t good enough”?
