Completely stopping is banned IIRC but slowing down is not. I mean Jari Litmanen made it into an art form in the 90's at Ajax and in the Finnish national team.
Yea. You have to stay moving forward, but I still think a clear change of pace like that should be banned.

Especially if you’re going to use VAR to be strict on keepers coming off the line or players getting in the box early.

It 100 percent should be. It's chickenshit and unfair to the keeper. Pace should be consistent.

I think it was last year or two years before where Dortmund got completely f***ed on this against Chelsea off of a Havertz penalty that put Chelsea through in the Champions league. It was so gross.
