I've had to create such monstrosities before when working for not-for-profits to deal with hideously insane requirements. I still have on my wall (next to me as I type this) a letter of commendation from my synagogue's co-presidents at the time that basically amounts to "on behalf of the Board, thank you thank you thank you so much for FINALLY making our VP Finance shut up!"
