Nonis or any other GM can offer any player an offer sheet... the important part is it would have to accepted and signed by a Flyer in order for 'karma' to be had.
and based on player comments coming from players who've played in philly... there is no real rush to leave the organization.
i think Karma will come in other forms rather than directly having his RFA's signed to offer sheets...

most players would sign their RFA offers... it's not a guarantee that they'd even move to the team they sign with... but if they can get a substantial jump in their pay, it's in their interests to sign.
These guys top loyalty isn't to the team - it's to themselves and their family... Kesler didn't do anything wrong with accepting that offer, and I've said it many times before, I don't see anyone on the team upset at Kesler for signing.
A player coming off a rookie contract who's up for a minor increase in salary, it's a no-brainer to sign a much higher deal... their future contracts are also impacted by doing this as well, as it raises the bar for the player permanently, as long as they continue to play at least as good as they already are.
Sakic's loyalty to his team was never questioned either when he signed with the Rangers. I doubt that Richards or Carter's loyalty is questioned, or is even an issue here either... if they're presented with substantially more money, they will sign it... their agents will be pressuring them to as well, as will their own teammates and members of the NHLPA.
