I think the Founder's Franchise is just a backup plan in case another city gets a team. This way, they aren't left behind, picking up the scraps when it comes to signing players.

Founders' Franchise is either Vancouver or Cincinnati, more likely Cincinnati because they have the US Bank arena without a tenant (ECHL Cyclones are gone).
