AHL extends CBA two years (http://canoe.ca/Slam040609/ahl_cba-cp.html)

The two-year extension was ratified by both the AHL's Board of Governors and an overwhelming majority of AHL players. The agreement provides for increased contributions towards health and welfare benefits, as well as amendments which increase licensing fees to the PHPA while providing enhanced player likeness rights to the AHL.

in the article it says, the number of "development players" on the rosters is to increase. I understand what they mean, but what exactly determines a "development player"? age? number of games/seasons played?
