Best forward in '76 WCh: Martinec or Kharlamov?

I don't expect too many answers, but of course just one could be enough.

Does anyone know why both Martinec and Kharlamov - depending on the source which one - are said to have been named the best forward at the '76 World Championships in Katowice, Poland? Martinec certainly had the numbers (scoring leader with 20 points), but I don't have doubts that Kharlamov played brilliantly too.

Was/Is it possible to split the award? Were there some others (like the press) than the IIHF directorate who gave their own best forward award and they couldn't agree with each other? Basically: What is going on????
