Change qualification [Archive]

I really don't like the relegation/promotion thing the IIHF has going for it. It's basically the same 2 teams moving up and down between relegation and promotion spots. It's really boring.

Anyone think that they should adopt the qualification format of:
Group Phases-Top 2 teams from each group advance.
