Why Finland against Russia ?

Can someone explain me why the top seeded "A" group team (Finland) will have to play against Russia (2nd in "B" group) instead of playing Sweden (3rd in "B" group") or the Czech Republic (if they win against Slovakia) which was fourth in the "A" group. Makes no sense to me. It means two of the top teams will play against each other in the quarter final and the two weakest will face each other. Doesn't make sense to me.
