Looking at the NHLPA website, it shows Mike Leclerc signed for $1,140,000.00, but Joffery Lupul not signed.

On the TSN website, Joffery Lupul is signed for $900,600 and Mike Leclerc is not. Also, wouldn't Mike Leclerc be listed as a restricted free agent?

Which website is correct?

Both are...kinda
Lupul isn't listed on the NHLPA website because he isn't a "member" yet. There's a certain number of games you need to play before you become a member. Same way Tuomo Ruutu and Nikolai Zherdev aren't listed.
Leclerc isn't listed on the TSN website because he only played 10 games last season and therefore isn't considered a "regular player" or a prospect by TSN standards.

LeClerc is now listed on TSN as accepting his qualifier.

Well that's good news. Now if he can just stay healthy.

It also means he will be a UFA at end of the year...

Right, but with our prospect depth at forward, he might be expendable come next season.

Well if he's healthy, I still think Leclerc has a great upside... playmaking big guy, not afraid of contact...
