According to Dan Wood in the O.C. Register 08/09/05:

Marshall has 16 goals, 63 points and 970 penalty minutes in 503 career NHL games. His ability to also skate at right wing on occasion further appealed to Burke, whose plan calls for a roster of 22 players, one fewer than the league maximum. "In this cap system, I think you're going to see rover-type guys, forwards who can drop back and play D, and defensemen who can move up and play forward," Burke said.


Brian Burke also discussed the salary cap situation in the article.

With Thursday's acquisition of prize unrestricted free-agent defenseman Scott Niedermayer and the signing of Marshall, the Ducks have just short of $36 million committed to 13 established players under contract and four more who have received qualifying offers. That leaves a little more than $3 million to fill the remaining five or six roster spots. "We're crowding up against the cap, and you have to leave some room, if we're doing well, to add at the (trade) deadline," Ducks general manager Brian Burke said. "That's not to say we won't move someone (to free up payroll space)."

Frankly, I'm amazed this is allowed under the new CBA. It seems like a circumvention of the rules. What's the league minimum roster, anyway? Is there one?

I wonder how many other teams are doing the same thing.

I think it's pretty smart, why sign veterans when you can fill holes with your minor league players?

also I think it's important to note the article includes the RFA'S with qualifying offers which makes it 36 million. So if Sykora goes you really have 33 mil comitted to 16 players assuming you don't get an NHL player back for him(or Salei for that matter).

Seems logical to me. I've been doing that for years in Eastside to samve money and give young guys more game time. I know it's different in real life, but it still works.

Why 23 player roster? In case of injuries or suspensions.

With salary cap restrictions, this may be the new NHL that we have to accept. But if you cut down the roster to 22 or even 21, that will limit the flexibility this team is going to have to match up against your opponent. It will also limit the coach's ability to "motivate" players by cutting ice time. A guy might be cold or a young player may need some press box time to watch. What are you going to do? Insert Jason Marshall? Oh well. We are up the wall with this salary cap so I guess this is what Burke has to do in order to not go over.
