What's a 89? [Archive]

After checking out some scouting websites, and some discussion threads on the midget draft I keep seeing the term "89" over and over... can anyone tell me what this means? I tend to know a bunch about hockey, but I don't think I've ever heard a prospect referred to as a Top Ten 89?
