Photoshop CS and Acdsee.
Batch processing and actions, simple and easy. PSP 9 would probably work too, as would Photoshop Elements.

I consider infraview the best free windows graphics editor for most users. It's easy to install, simple to use, and is loaded with features.

The Gimp is more for professionals. If you need Photoshop and can't afford it, that's the one to get. It's not a simple install for non-geeks. :)
